Richard was born in Takoma Park, Maryland and grew up on the West Coast. Richard received his undergraduate degree from Reed College and his law degree from the University of Michigan. He has been practicing law since 1985 with a concentration in real estate, commercial finance, general business law and health care law. He joined Van Meer & Belanger in 1993 after practicing as a partner at a large Portland law firm. Richard worked on issues of confidentiality in the health care context while he served on the Confidentiality Committee of the Maine Community Health Information Network. Richard currently serves on the Board of Directors of the Maine Pretrial Services, and is the Secretary of the Cape Elizabeth Little League. Richard also participates in Volunteer Lawyers Project cases acting as a guardian ad litem.
